WAPEL and Stop Loss On August 23, 2006 Dan Micoff of the Detroit HUD Field Office met with several PHA's at the Ingham County Housing Commission to discuss WAPEL and Stop Loss. Everyone left with invaluable information to assist them in the new operating fund transition as well as how to stop their losses, if applicable. STOP-LOSS The Department of Housing & Urban Development has issued a Federal Register dated Wednesday, September 6, 2006. It is entitled Public Housing Operating Fund Program; Guidance on Implementation of Asset Management; Notice. Although the Notice is open for comment, it is effective immediately and should be used by PHA's as guidance in the Asset Management transition. Stop Loss FAQ's were issued by HUD on October 2, 2006. Please take a moment to review the website for some useful information.
